Cooperation with IAI (Initiative for ASEAN Integration)
JARCOM-IAI Cooperation
The Initiative for ASEAN Integration (IAI) is a policy framework which has been launched at the Fourth ASEAN Informal Summit held in Singapore in 2002. IAI aims to contribute to narrowing the development gap among ASEAN member countries. Efforts are currently underway to implement the IAI Work Plan adopted by ASEAN Leaders in Phnom Penh in 2002.
The IAI Work Plan for CLMV countries focuses on the four priority areas:
- Infrastructure Development (Transport and Energy)
- Human Resource Development (Public Sector Capacity Building, Labour & Employment, and Higher Education),
- Information and Communication Technology,
- Regional Economic Integration (Trade in Goods and Services, Customs, Standards and Investments).
Sharing the same mission to narrow the development gap, JARCOM has been seeking ways for cooperation with IAI. There are two possible entry points in JARCOM-IAI cooperation. For the upstream entry point (project identification stage), new or unfunded IAI Work Plan proposal could be discussed for its possible implementation under the JARCOM regional cooperation framework. For the downstream entry point (pre-implementation stage), a project formulated and agreed through JARCOM process could be registered under IAI Work Plan if it meets IAI Work Plan criteria. To date, several JARCOM projects have already been registered as IAI Work Plan projects.

Registration of a project under IAI Work Plan
In order to register a JARCOM project (training course) under the IAI Work Plan, an IAI Project Proposal has to be submitted to the IAI Unit of ASEAN Secretariat, through the ASEAN Department of implementing country in advance to the implementation of the project. In case of JARCOM projects, the proposal is usually submitted jointly by the implementing government agency and JICA country office.

The new IAI project proposal has to be endorsed by the IAI Task Force (consisting of the Directors of ASEAN Department of Ministry of Foreign Affairs of CLMV countries), which meets quarterly to discuss and review the progress of IAI Work Plan Projects.

Evaluation of IAI Work Plan Projects
The IAI Unit of the ASEAN Secretariat carries out evaluation of IAI Work Plan Training Programmes. The Evaluation Forms should be completed by the training participants and be sent by the implementing agency and JICA country Office to IAI Unit of ASEAN Secretariat.
